Throughout my work at the Yale University Library and also the Center for Research Libraries, the opportunities and challenges facing international librarianship have had a compelling interest for me.  For 25 years, I've also worked on these issues through participation in IFLA (the International Federation of Library Associations), in positions including extensive committee service and as a governing board member.  At the IFLA World Library and Information Congress in Poland in 2017, my colleagues and I were inspired by the presentation of Sarawak State Library's Japri Masli, in which he described their project to bring high-quality digital content to Internet-disadvantaged user communities in Malaysia.  From that engagement, the Offline Internet Consortium was born.
